Leather Case w/Carrying Strap

Greetings, Friends...
One of my pals in Germany has come across this leather case with carrying strap...I'm fairly certain that it's an Imperial item judging by the overall "heavy duty" appearance, hardware/D-Rings and workmanship/stitching, but does anyone know the precise purpose? Looking forward to its arrival in order to check for markings....

My first thought as well, although it appears to be more ruggedly constructed (thicker leather) than the usual map-cases we encounter out there - I was thinking more of a "Dispatch Rider/Messenger's Pouch"....Hopefully I can find markings when it arrives...I liked the price and after some TLC it will display nicely with my other Equipment...
