Everything looks good to me; a nice grouping for a senior coal miner from the Saarland named Hans Weber who was a WW1 veteran and member of the Kyffhäuserbund.
The bar without medals is the older one. Its last two ribbons are for the Deutsche Ehrendenkmünze des Weltkrieges and the Kriegsdenkmünze 1914/18 des Kyffhäuserbundes (the latter is the single medal between the bars and the Kyffhäuserbund membership pin).
After the institution of the Ehrenkreuz des Weltkrieges 1914/18 in 1934, these unofficial decorations were prohibited. Hans removed the EK2 and Friedrich-August-Kreuz from his old medal bar and got them re-mounted on a new one with his newly-awarded Ehrenkreuz für Frontkämpfer.
Later on, Weber was also awarded the Treudienst-Ehrenzeichen in Silber and the Kriegsverdienstkreuz 2. Klasse, as is listed in the document, in which the mayor confirms all of his awards and decorations (on the basis of official documention presented by Weber) as proof for his entitlement to purchase a new bar with these decorations.
