Joel,
I know you have been wanting one of these for a long time now, but I feel this isn't the one for you.
There are too many things about it that are ringing alarm bells.
1. Painted core.
2. 'Over and under' 8.
3. Flaws in the lower areas of the 8 and middle 1 of the 1813 date
4. Inconsistant flange depths with heavy filing.
All of these are features found on the 'ninth bead fake'.
Can you take a detailed photo or scan of the obverse crown?
Also, how is the soldering? and what are it's measurements?
Sorry for all the negative comments, but I really don't have a good feeling about this cross.

Don't just rely on my opinion, I would like to hear others thoughts also.
But, it's good news that the seller is happy to accept it back.
and don't worry, there's an 1870 out there somewhere just waiting for you to find it!
