Please Help ID These Cuffs and Aiguillette

I was told these were german can anyone tell me what they are?

No idea about the aiguillettes, but the cuffs would more appear to be pocket flaps to a ceremonial uniform, but not a military one. I am thinking for an official, like police , customs, a mayor or anything else then military. Probably German indeed...
