Definitely not; no such badge is or was ever worn by the BW (or the Wehrmacht, Reichswehr and the old army before that).
Judging from the style of the numbers and the general numbers-in-a-wreath design, it is not German at all.

The curvature of the piece tells us that it was likely made for a hat or kepi. There are plenty of old turn of the century photos of US police and firemen wearing badges similar to these. The "C" catch is also an older type of catch rather than the lock clasp. If it was found in Tennessee, I would begin looking at photos from Memphis, Nashville, etc's police and fire department's archives. It looks to be unmarked silver, so it's definitely a nice antique badge.
