Unknown cap insignia - Fireman, scout or something else??

Black, white and red enamel on solid brass, 33mm diameter, with no markings.

I put under the category of Imperial Germany only because of flame design which reminds me of similar badges.
Any help in identifying is appreciated.

I respect your opinion. As I wrote, this is one of those cases where the details are the only way to answer - I have to associate an external black and white enamel circle with national or organizational colors - flame reminds me of scouts, more than on fireman ... I'm still not even close to the answer.
