Not Russian or Polish; the abbreviated text is clearly German: "I. Kl." stands for "I. Klasse" (1st class). "Eh." surely means "Ehren-" (honor-).

Exactly what it is, I cannot say. Something unofficial, awarded by some association/club/guild I'd guess.
