Looks like belt has been really shortened. Buckle appears to be good (none of the tell tale signs of a repop). Most buckles had a leather piece on the prong roller. Belts should have a neat the size marked on it.

It is a WWI Prussian buckle with an interwars dress varnished belt that has lost its varnish and had its inner felt removed...the leather tab for the buckle has been moved down on the belt...
