I've done some research on WWI Leaflets and have discovered that this particular example was simply designated as "Leaflet #2" by the US-Authorities producing them ...The paper has been glued with a cloth reinforcement on the reverse, called "Doped Paper" to add weight to the leaflet, which allows for improved targeted drops, rather than have them scatter wildly throughout by the wind...
