I found this painting of this black navy man. I cant find much about it. Not sure if wwi or spanish american war.

He wears the ex apprentice knot and the navy apprentice scheme stopped in 1904 so i suppose there would be slightly more likelihood of it being the Spanish American war, but in reality it could be either conflict!...
