That's ex my hat, the insignia most probably replaced- the eagle has a hard shape inside. The base material I ever seen on a late war SS cloth insignia only, such kind of Besatztuch, seems a private purchase. Got it cheap from a guy who picked up it in family, traded also for fair.
If I right remember , one button was missed and I've placed it back
