Any idea what uniform this RKT wears?

Possibly DAF, but no shoulder straps.
Appears to be a dark-blue single-breasted tunic.

Also, note the officer on the far right of the photo wearing only 2 cockades on his visor--any idea what organisation he is from?

What I would wonder is why does his tunic look so Huge on him? Even his Cap looks gigantic on him. He looks emaciated...didn't they Feed their Panzer men? Sheesh...
