I'm surprised a bit of web research can't answer your question.
I actually did make an attempt but it was in vain.
Try this.

Says it was introduced June 11th 1943.

There ya go!
It was mentioned in the "Deutsche Uniformen-Zeitschrift" from July 15, 1943. With
page 7 it is literally said: will be introduced.
Must have a look about mentioning it in the "Heeresverordnungsblatt" or "Allgemeine
Heeresmitteilungen". At the moment I do not have the time. Maybe later this day.
Can't find it there "like a shot"!, but it is known to me that for the police this form of
headdress was introduced with an order from May 27, 1943 and as such published in
the "Ministerialblatt des Reichs- und Preussischen Ministeriums des Inneren",
1943 page 896. In the above mentioned DUZ-magazine, but page 8 the introduction for
the police was noted. Practically all organizations took over this form of headdress!
So the DUZ announced the cap for the German airfoce in the magazine from August
15, 1943. Page 8.
