I agree with Andy, army wreath and cockade, but political eagle.

The wreath would be correct for Reichskriegerbund. Eagle should be the RKB crossed-swords type, but you commonly see incorrect insignia period-applied on Vet hats.
Can we see the interior?

Clearly Kriegerbund, as the Kyffhaeuser Memorial is depicted on the band between the Swastikas...
It will display nicely!
