A friend of mine sent me these pics for review (hopefully I will have a chance to personally inspect it soon).
It is a Form 4 visor in standard configuration, but with silber bullion piping.
He speculates it is for an NSDAP Official attached to an NPEA school.
Hat was obviously worn hard. Piping appears nice and tight. Zinc eagle has lost its gilt finish:

I had a chance to inspect this piece yesterday. The piping is original to the hat. IMO, it originally had a silver eagle, silver cords, and a lone NSDAP cockade on it (ie, a late Form 3).
Once the new regs came out, the owner placed the Form 4 cords and wreath on it.
(There were no extra holes in the pasteboard).
The body is more olive than PL tan.
IMO, it is for a PL attached to an NPEA or AHS school (that is rank speculation on my part).
The hat was worn hard--definitely thru all the war years:

If there was an RZM tag, it has fallen off.
However, it does have the faint imprint of a maker logo--
I believe it is JDS Semper Tales :

This NPEA leaders visor was sold on the HH auction. It is almost exactly the same as the one above, but has only a wool band (in comparison to the rust-brown velvet of the above):

Look at this early style GAULEITER- SCHIRMMÜTZE, on the head of Max Amman. Interesting to mention that during WW1, Max Amman was Adolf Hitlers superior.
Not many such good quality colour pics around of NSDAP- caps, so i certainly enjoyed this one quite a lot
