I picked this up this morning it is the first time I have encountered this combination. I have little doubt that the visor cap itself is not authentic, but I am not sure what the badge is for I believe it maybe for a some type of Cossack or Russian volunteer

Hi the badge would indicated that he was an officer in the Russkaya osvoboditel'naya armiya (Russian Liberation Army) however it is always hard to know if the badge is wartime or post war placed.

They mostly served as Hilfswilligers and reservists.
As it notes only one unit was properly formed.

Here is a good thread about their insignia

I hate to ask but what do these hat go for, or is there not really a baseline since there is not much of a standard when it comes to these items. Thanks for your help it is much appreciated

Are there empty holes in the pasteboard from a WH-wreath? If not, then the insignia is probably original to the hat.

Surprisingly price wise these fluctuate. For example there use to be 3 ROA hats on summer vacation militaria last year all of which were priced $1-200 less then the regular Wehrmacht caps, but elsewhere i have seen them put up for sale for much more then normal German caps(however they usually last in the sellers catalog for a extended amount of time)
