The average sizes tended to get used up quicker than the very small and the very large which is why they are often the commonest sizes found in hoards and why when the sales come round the average sizes are not included as they have already all been sold, at least this is my experience when trying to buy walking boots in the sales.
and probably why out of the circa 25 uniform jackets I own only one is big enough to fit me, except for a few which are too big and actually the one that fits is too big.
