Thanks for all the info thus far on this visor. I do have another question. I've been looking high and low on the net for this cockade and have not found one. I know other cockades and insignia were switched around for different visors, but this one has me stumped. Has anyone seen this cockade on any other visors, or uniforms?

This is a variation cockade I've seen on early Political Leader visors and kepis.

I just found this pretty interesting. I found the coat of arms for Regensburg, Germany. And the keys on the shield kind of match the keys on my visor. I know the keys are inverted on the visor but they sure look the same. I inverted the insignia for a comparison. Thoughts?

I believe this to be a period photo of a night watchman visor in wear:
