I don't know what to offer the guy. He wants $750USD for it, but will take less- I imagine. What is something like this worth in Euros?

It's a 100% wartime Erel, with a rare distributor marking. The insignia may have been taken off at one time and put back on, given the positioning of the prongs.

What is the actual color of the piping--hard to tell if red or orange--that would also make a difference in price.

Looking at it again, it appears the cockade is blocked off (ie, it is non-vented--it should have a screen in the center instead of wool.) If that is the case, the insignia has definately been replaced. It is extremely difficult to find loose Erel cockades, so that would also affect the price.

"a rare distributor marking" is correct and for an erel collector, that's the key factor.

As for the cap-it's a nice one. I only have one Arty Offz peaked visor and yors has nothing I can see that is wrong in any way. I don't know whether your insignia has been replaced or not? but it too looks good to me-based on what I have.
