I would go for part restoration, though it had a vented cockade and these are really hard to find.

I do not see anything wrong with with replacing the insignia and chin strap. The vented erel cockade will be tough to find but you can use a regular one.
As far as repairing the moth damage is concerned I would leave it as is.
Placing it on a head form would be wise. It will help restore the shape. Just be gentle about it.
well thank you all. I probably will get it somewhat restored, and I might get a few of the accessories for it in the future.
I would suggest decontaminationg the piece so that any possible insect larva dies not spread to other pieces of cloth in your collection. A few days in the freezer will kill any vermin still present.
