The tunic is actually for an Heer Admin Offical. Heerbeamte. Note the Litzen (collar tabs) which are enclosed within piping on three sides.

I have noticed most of your medals are in little plastic pockets.

i do the same with my medals,
i think its because you want to be as safe as you can. when it comes to medals and a collection
