Perhaps used at celebrations, assemblies, parades by a labor organization in recognition of socialist competition and/or completion of the various 5 year plans for agriculture or industry. My best guess as to age would be the 1970's or 1980's.

If the banner is authentic it could be made from 1943 to mid or late 50's. If it’s fake it could be made in early 90's.
It could not be made in 1970's - 1980's. At least officially.

So, the translation is:
