Fahr Ersatz Abteilung 4 was raised on August 26th, 1939 in Grimma in Wehrkreis IV. Supplied horses for 154th Division and from June 10th, 1940 came under 174th Division. On September 15th 1942, the section was divided into 4 Fahr Ersatz Abt and Abt Fahr Ausbildungs 4. On April 6, 1943 in the town of Bautzen (Wehrkreis IV) both sections merged and formed Fahr und Ersatz Abteilung Ausbildungs 4. And then from October 1st fell under command of 464th Division.
As your find refers to the depot cadre "Stamm" III Schwadron of the unit it shows that the owner was one of the original members of it's forming in 1939, as if he had joined later the tag would be marked differently.
The ww1 tag is 1st Kompanie of the 428 infantry regiment.

... how is it possible to found this Ersatz Abt 4 disk in Romania ?!
The unit was a replacement one and so fed it's men and material into several units. It is possible that the owner of your tag was moved into another unit that then found it's way to your location. Or perhaps he was taken POW and found his way there under Russian capture. Anything is possible.
