Looks to be "Heeres Neben Zeugamt Halli" but letter "T" is a mystery for me, we need better experts, Matt? ;-)

Heeresnebenzeugamt in Hall im Tirol...A military equipment bureau in the Tyrolean town of Hall...
A5 would be the Stammrolle, meaning his name on the rolls/roster...

Letter "A" indicates civilian personnel (Angestellter), number "5" his number.

Just to clarify- A5 is a Stammrollennummer- master roll number Stammroll or Stammrollen is the master roll itself
