Right- you really just want to remove anything that's loose- dirt mainly; stable patina on the bronze won't go anywhere as long as you just use a toothbrush. Soap and water shouldn't hurt it either as long as you rinse it thoroughly and dry it right away. Sometimes old earth can be pretty compacted and won't come off so easily when dry; and that's what might obscure the sharp edges of the letters and again that's what's needed to be seen to authenticate the tag. A garden in the UK is a really weird place to find a real KRIPO tag, so expect some real scrutiny
