German military discs were quite often broken before being discarded as was a way of 'destroying' the tag so it couldn't be used by anyone as identification- either by the soldiers themselves or by capturing forces. I wouldn't be surprised if the same happened to released allied POWs, and more importantly with stocks of tags so nobody could take one and claim to be a prisoner when he wasn't.
