You are definitely correct about it being a reissued Reichsheer erkennungsmarke.
About the number stamped on it, what comes to my mind is that maybe it could be a Feldpostnummer.

In this case Eicke41 is correct in so far as the Reichheer allocated numbers of erkennungsmarken by Wehrkreis, military district and not by feldpostnummern. THe zinc material was not exclusively used late war and the general shape of this one does indeed reflect its prewar production.

It's a nice brand.
The original unit was blurred.
