Here are some more images. At first glance, it seems as if the photo was added later... but there are traces of the stamp it still on the photo. Perhaps the booklet got wet at some point?

you have no idea about the year of medal ? i look the plate for the rubban ( in brass ) sign of year before 1960 !

Based upon the booklet and the medal, I would think that it was awarded before WW2. Look at the loop where the suspension is placed. It looks like the old style red four sided suspension was removed and the "newer" five sided suspension replaced.

yes ! strange ! i think is not original pic or wet ? look around the top of pic i see a water mark !

I think that the photograph got wet and is original to the document. I can see some areas of where the stamping is continued on the photograph but is very faint.

Notice that on the stamp, the letters are not Cyrillic!

Here are some better pictures of the booklet. Notice that on the second photo, the green lines I placed. If you look very closely, you can see the continuation of the stamp on the photograph.
