For which awards are these Issue Documents?

If anyone can help me translate these documents I would be most grateful since I have very little understanding of Russian. If names are eligable then that would be a bonus. I look forward to any replies.

First one is certificate issued with medal "For combat merits" (pic. 1) to male owner Skopenkov (or Okopenkov) Petr Ivanovich on 10th of December 1955, second certificate have been issued with medal "For Labour Distinction" (pic. 2) to female owner Kramina Elena Danilovna on 5th of May 1977.
