Captain Vasily Ivanovich Konovalov, 16 Nov 1949, signed by the acting military commissar of the Chernigov Oblast, Lt.Col. of Quartermaster Service Khlystov.
Rather low number on the certificate, nice!
I don't know if there was any chronology. Because of its rather late date compared to the number, your document seems to suggest that there barely was any. Another problem is that there are many series of campaign medal documents, all starting with a different letter, and as far as I know at this moment it is unknown what these letters represent and if there was any order of letters. For example, I have seen a Belgrade document with the number Б(B) nr. 000082, issued in 1985, making it likely that the B series was issued later.
