The Russian document there above states, that to generally improve shineness of the medals, they has to be struck with polished manufacturing dies.
To my understanding, this addresses the overal medal surface quality and cannot explain specific shininess of the sky area.

FYI, This just sold on ebay....is it a polished sky version in wear?
