Two medals and documents for the Development of the Virgin Lands ostensibly awarded to the same person, once in 1962 and again in 1964, one a ring variation, the other the more common, and I think, older variation.

- Document for the Medal and Medal for the Development of the Virgin Lands issued to Grigoriy Petrovich Tsibulnikov on August 24th, 1966 by Secretary of Uralsk Regional Executive Committee, Uralsk, West Kazakhstan Province, Kazakhstan, Serial #B012170.

My hypothesis is Comrade Tsibulnikov was involved in two reclamation projects, and in a significant managerial position in two geographically separate districts of Kazakhstan.

Note how on the latter example the medal was "pinned" to the inside cover of the booklet and the indentations on the both pages made by the ring.
