Just received this nice example with low number 2826 which was manufactured at the Leningrad Mint and made of 925 Silver with the Leningrad Mint hallmark MD on the reverse.
Between 29,000 and 45,000 of these badges were manufactured. The first badges were awarded on April 20th 1940, in conjunction with Lenin's 70th Birthday Anniversary. By May 15th 1940 3,033 badges were awarded and continued to be awarded until the end of the Great Patriotic war.

1. Distinguished Red Sailors as well as Commanding Officers of warships and units demonstrating outstanding proficiency in combat and political training
2. Distinguished low ranks and commanders of construction units of fleets and flotillas
3. Workers, employees and technical staff of plants , workshops and ports of the Navy who distinguished themselves at military production
