Need Help with Badge

Can Anyone Identify this Badge ?
I believe it is a Soviet Naval Ship Badge.
Similar to Regimental Badges
Ship "Zharki" ???

I believe this would be modern Russian from the two headed eagle and colours used .

It seems to be a post Soviet RSF Fleet badge.

Unfortunately, the word ЖАРКИЙ (HOT) and how it relates to the fleet escapes me.

I would think one of our Russian/Ukrainian members will fill us in at some point.

It's vaguely similar to a Russian Navy badge I had a while back. My badge was for "Excellent Serviceman of the Soviet Navy" and looked like this



However, the one in your picture could be to commemorate that particular ship or the sailors service on said ship
