Just picked up this nice little item. I believe the words say 'Ready for Sanitary Defence' or something similar

If anyone can date this or have any more info I would be really grateful

It's listed in "Red Army Uniforms of World War II" as the "Ready for the Medical Defense of the USSR" badge, instituted in 1934.
