I picked up one of these at a flea market in Berlin for a friend who only collects Soviet stuff, now i know what it is!...
It's an interesting looking badge, the soviet badges have some great designs and colours.

This has been a learning curve for me too. I have never really been into post war non military stuff before. This big purchase has thrown me into it.
