If I understand correctly, it is "Bulgarian sign for September 9, 1944 uprising.
Issued by Bulgarians and foreigners".
I stand to be corrected but I think it is a communist (early) period "Excellent Rifleman" badge and it looks genuine to me. The legend is very similar to that on the Soviet Russian equivalent badge. The script on the Russian Badge says "Otlichnye Strelok" (sorry if the English transliteration is a bit off). On this on the first word is abbreviated to OTL and the seccond word is Strelets so pretty similar.

In Russian langiage, the word "Стрелец" - means "man with a halberd", and nothing more, it is an anachronism to communist period:
In the Bulgarian language, the word "Стрелец" really, means "the shooter".
PS Also, on this sign is shown clearly Bulgarian helmet.

Yes, Mark, I think so.The badge is Bulgarian and is for the "Excellent Rifleman (shooter)"
