Russian, and regular Army units did issue multiple stripes, but according to Ivan, in the Ukrainian Territorial Defense Army units, they were only issued one stripe, and then numerals for subsequent qualifying wounds. This seems to be how some of the Republics handled the system. He said that the numerals were left over from pre-Soviet times, whereas the stripes had to be paid for by the Republic.
