First one: 11 is the manufacturer code for Prvi Partizan, Miloša Obrenovica 2, 31000 Uzice, Yugoslavia (Serbia) and (19)55 is the date.
The second one: P is the manufacturer code for Polte Armaturen-u. Maschinenfabrik A.G., Werk Magdeburg, Sachsen OR Hirtenberger Patronen-, Zündhütchen-und Metallwarenfabrik A.-G., Hirtenberg, Austria and (19)31 is the date. Also, S* means ball cartridge.

The second is from Polte Magdeburg Lot 9 Year 1931 and the S* means the Material.
Iam not sure but I think the first is from East Europe 11 means the Manufatur and the 55 means 1955.
