Looking at the French F1's I have, and the cut in half French F1 I use as a ash tray I must say non the my French examples look like the F1 in question here. The base is very different, as is the top. None of my F1's have these markings like K3 nor do they have this shape of scrapnel.
Like I said, I think it is also from east Europe.
