    German 2cm Flak drill catridge.

Yep, German 20mm Solothurn drill cartridge by the looks. However, without measurements this is just and educated guess. With measurements we could be 'positive'. Used in Flak 30 and 38 AA guns.

This is a tool cartridge to adjust the headspace on the Solothurn cannon, a "Verschlussabstands-Einstellpatrone". A pretty rare find.

Info from forensic on the IAA Forum.
