It can be.
One floor is still filled. I soaked it in oil. Nothing can happen.
The last bullet (longest) on the last picture is an unfired tracer.
Bottom hermetically sealed with a thin cap of brass/copper. Putting it in oil wont deactivate it, however it cant burn unless you fire it or throw it into a fire.

If it burns it burns for 1.5-2 seconds, green yellow or red flame. It wont ignite unless you try to ignite it.
Not just for MG it was used for various purposes.
The small ones are steel/lead core, it depends on the monufacturer
