Hey guys..saw this on a post today and never seen one before..the rings top and bottom make me wonder if this is supposed to be able to be either thrown by hand or fired from a discharger...any thoughts would be great

I have not seen one like this before. Is there any more information available that might aid identification. You say you saw it on a post (I assume on another forum), did it say where the poster was from? I will continue to look.
