Is it true that the dogs weren,t able to distinguish between German and Soviet tanks and the plan was therefore dropped ?

No-the dogs were trained with Soviet (diesel powered) tanks while German vehicles were petrol powered and thus smelled and sounded differently to the dogs-they tended to run to the Russian tanks in the heat of battle with the 'own goal' results.
