I have got a few of those:

They did not just make them in 1938, mind you, also 1939, most of the ones I have found were marked "SS TV 1939"

I have an 'SS-TV' marked 1938 casing.

As the SS were not part of the armed forces at that time, they didn't fall under the military supply umbrella. They had to contract various companies to manufacture ammunition for them. DWM was one of those manufacturers.
