I have dug many inspection rounds from the RRPG digs at the army dump we're digging so I knew it wasn't one of those.

Fair enough, but I would not mind betting that that was a nickelled Winchester dummy to start with.

Could well be. I have found a number of dummy/drill rounds at the site so it's certainly possible.
