Unknown Fuse Help needed

Can some one help identify this fuse. I almost like a Japanese Type 93 but it isn't. There are no markings.

More detail needed but first the two inner components look like the detonator capsule and its holder. Is the gaine filled or empty? If they are then it is dangerous and needs to be reported to the authorities.
