    Definitely some type of steel penetrator with a base fuse. Fuse would have more than likely been a mechanical time fuse activated after so many rotations. I'm betting there is etching on the inside of the round to help facilitate its fragmentation if the fuse would have detonated the powder. Given the mark on the nose and the grooves on the driving band, these indicate it may have been fired.
