I've seen this type of blade before. It's a reworked 1880's British Metford bayonet :

The scabbard is from a Czech VZ24 bayonet.

I would say the blade is from belgian 49 SAFN and scabbard is more likely Austro Hungarian M95
Possibly a handmade of some sort

same opinion scabbard is probably austrian M88/90.
Indeed, Belgian it must be. Blade shape is quite similar to the Metford.........!
