It appears to be a Dutch issue helmet going by the liner.

Belgian from the brown liner, dutch examples I have or have seen, tend to have black liners with a red/brown cross frame. Also, it looks to have a recess for the top mounting screw which is something I have seen on Belgian helmets, but not Dutch and this makes it post war manufactured and issued.
